Good News: Preliminary Design for the New Xining–Chengdu Railway Approved

On August 23, 2022, the preliminary design for the newly constructed Xining–Chengdu Railway received joint approval from China State Railway Group and the people’s governments of Gansu, Qinghai, and Sichuan provinces, marking a significant milestone in the project’s development and laying a solid foundation for the commencement of full-line construction within the year.

The Xining–Chengdu Railway, specifically the Xining–Huangshengguan section, has a total length of 498.9 kilometers and a total investment of RMB 831,507.9 million. It is being jointly constructed by China State Railway Group and the three provinces of Gansu, Sichuan, and Qinghai, with a construction period of seven years. The line originates at Haidong Station in the Xining railway hub in Qinghai Province, passes through Haidong City and Huangnan Tibetan Autonomous Prefecture, then enters Gannan Tibetan Autonomous Prefecture in our province, serving Xiahe County, Hezuo City, and Luqu County, before crossing into Sichuan Province. After passing through Ruo’ergai County and Songpan County, the line connects to the already completed Lanzhou–Chengdu Railway at Huangshengguan Station. The technical standards are set at National Railway Grade I, double-track, with a design speed of 200 km/h (with provisions for upgrading to 250 km/h on certain sections where the track layout permits). The transport organization will primarily involve high-speed EMU services, supplemented by conventional passenger trains hauled by locomotives, while also accommodating limited freight operations at stations along the route; freight services will be organized as express freight. The Gansu section (within Gannan Tibetan Autonomous Prefecture) spans 183.48 kilometers and involves an investment of RMB 324,467.1 million. The entire line includes a total of 19 stations, eight of which—Gangga, Xiahe, Tangga’ang, Hezuo, Bola, Luqu, Zecha, and Langmusi—are located within Gannan Prefecture. Among these, Tangga’ang, Bola, and Zecha are passing loops, while the remaining stations are intermediate stops.

The Xi’an–Chengdu Railway is a vital component of the Lanzhou–Xining–Guangzhou corridor, one of the eight north–south high-speed rail trunk lines under the national “Eight Vertical and Eight Horizontal” railway network. It represents a major transportation infrastructure project for enhancing connectivity in the Tibetan-inhabited areas of Sichuan, Gansu, and Qinghai provinces, and serves as a key driver for strengthening links between the Silk Road Economic Belt and the Yangtze River Economic Belt, implementing the new-era strategy for large-scale development of the western region, and promoting balanced regional economic development. Upon completion, the project will significantly improve travel conditions for local residents, substantially shorten travel distances and reduce travel times between northwest and southwest provincial capitals such as Lanzhou and Chengdu, and effectively facilitate the flow of people, goods, and information. It will also play a crucial role in building a modern, integrated transport system in Gannan Prefecture and in fostering high-quality economic and social development.

The construction of the Xicheng Railway is a glorious yet arduous historical task. The Prefecture Development and Reform Commission will, in accordance with the arrangements and deployments of the Prefectural Party Committee and the Prefectural People’s Government, closely monitor the set objectives and timelines, resolutely fulfill local responsibilities, strengthen overall coordination, provide full-process, end-to-end, and all-factor support and services to the project contractor, and ensure the smooth progress of the Xicheng Railway project, thereby contributing Gannan’s strength to the creation of a high-quality, exemplary project and the construction of a modern “Heavenly Road” in the snowy plateau region.
