Chairman Zhang Zhihua was invited to attend the press conference of the Henan Provincial Higher People’s Court and granted a media interview.
Xindafang News: On the morning of June 7, the Henan Provincial Higher People’s Court held a press conference. At the conference, Guo Baozhen, a member of the Party Leadership Group and Vice President of the Provincial Court, briefed the media on the province’s courts’ efforts in recent years to combat fraudulent litigation in the private lending sector. Shi Changwei, Chief Judge of the Fifth Civil Division of the Provincial Court, then presented the basic facts and cautionary implications of six typical cases. Zhang Zhihua, Chairman of the company and a distinguished deputy to the Henan Provincial People’s Congress as well as a co-builder of the rule of law in Henan, was invited to attend the press conference.
At the press conference, Vice President Guo Baozhen pointed out that in recent years the types of cases involving fraudulent litigation have become increasingly diverse. Among civil and commercial disputes, private-lending disputes—the most common type—have consistently been a high-incidence area for such litigation and a key focus of efforts to combat it. Moving forward, the Provincial Court will: first, enhance ideological awareness and strengthen its capacity to identify and investigate fraudulent litigation; second, adhere to a “penetrative” approach to adjudication, adopt tailored measures based on case classification, and rigorously prevent the occurrence of fraudulent litigation; and third, conduct specialized research, emphasize the application of research findings, and establish a long-term mechanism for punishing fraudulent litigation. Taking the “Year of Capacity and Work Style Development” as an opportunity, the Court will further deepen its ideological understanding, reinforce accountability, and strengthen coordination and collaboration with public security organs, procuratorial organs, and financial regulatory authorities, thereby pooling strong joint efforts to combat fraudulent litigation in the fields of private lending and financial adjudication and making active contributions to building an honest and trustworthy Henan Province.
At the press conference, Chairman Zhang Zhihua granted an on-site interview to a reporter from the Henan Legal System Channel. He stated that fraudulent litigation poses significant social harm and has drawn strong public concern. As a deputy to the Provincial People’s Congress, I have previously put forward proposals for regulating malicious litigation. After attending today’s press conference, I am pleased to see that the Provincial Court attaches great importance to this work and has adopted a series of robust measures to combat fraudulent litigation. Through targeted research, the court has explored the root causes and various types of such cases, thereby advancing the establishment of a long-term mechanism for preventing and addressing fraudulent litigation. Moreover, by fostering coordinated efforts with public security organs, procuratorial bodies, and other regulatory agencies, the court has forged a powerful synergy in cracking down on fraudulent litigation. It is my hope that the Provincial Court will continue to strengthen its guidance to lower-level courts in implementing case-filing early-warning systems for fraudulent litigation, rigorously control entry points for cases, and leave no room for such misconduct to take hold.
In addition, as a deputy to the Henan Provincial People’s Congress, Zhang Zhihua has submitted numerous proposals, including “Suggestions on Resisting Malicious Litigation and Fostering a Sound Judicial and Market Environment” and “On Implementing a Chief Service Judge System for Key Pre-IPO Enterprises.” Through these proposals, he has articulated his views on how to better promote judicial fairness and safeguard, in accordance with the law, the legitimate rights and interests of private enterprises and entrepreneurs, thereby contributing the strength of a people’s congress deputy to leveraging high-quality judicial services to drive the province’s high-quality economic and social development.
