From October 13 to December 1, 2022—a full 49 days, spanning the transition from mid-autumn to early winter—Zhengzhou, in a uniquely unprecedented manner, saw the seasonal change unfold almost imperceptibly. The complexity of this outbreak and the unprecedented length of the lockdown have posed challenges to our city’s economic and social development on an unprecedented scale.
As a leading enterprise in specialized construction equipment, Xindafang is simultaneously involved in the construction of numerous major domestic projects; any suspension of work or production would severely delay project timelines and result in immeasurable losses. Under lockdown conditions, the paramount challenge now is how to both contain the epidemic and maintain stable operations.
Unify thinking, implement targeted measures, and make all-out efforts to control and prevent the epidemic.
In light of the severe epidemic situation and in consideration of the company’s specific circumstances, Chairman Zhang Zhihua put forward the overarching epidemic-control guidelines of “thoroughly understanding government policies, implementing stringent prevention and control measures, ensuring unity across all levels of the organization, and maintaining stable operations.” Executive General Manager Shen Yi has actively ensured the effective implementation of these directives by coordinating efforts, advancing initiatives in a well-organized manner, adopting targeted measures, and conducting rigorous multi-level reviews. As a result, Xindafang has been included among the first batch of enterprises on the whitelist for “closed-loop management and continuous operation.”
To this end, Xindafang has been racing against time and taking proactive measures, convening at the earliest opportunity a special working conference on “Epidemic Prevention and Control and Production Assurance” to comprehensively deploy the company’s epidemic prevention and control efforts as well as its production and business operations. The meeting emphasized that all levels of the organization must demonstrate a strong sense of political responsibility, rigorously implement and meticulously refine epidemic prevention and control measures, and take full accountability—for themselves, for their families, for the Group, and for society. It underscored that, whether under home quarantine or steadfastly holding the line at the factory, whether working online or on-site, everyone must heighten awareness, align thinking, ensure that responsibilities are fully assumed and work remains uninterrupted, and unite as one to fight the epidemic with unwavering resolve.
During the lockdown, logistical disruptions severely hampered the procurement of daily necessities. The Comprehensive Management Department went to great lengths and explored every possible avenue to secure a full supply of epidemic-prevention materials, including masks, alcohol, 84 Disinfectant, and protective suits. In addition, the company provided three free meals a day and furnished on-site personnel with essential living supplies such as camp cots and bedding. Given the cold weather, warm cotton-padded jackets were distributed to frontline operators to keep them warm. Dedicated staff were assigned to carry out daily disinfection and sterilization of office areas, production workshops, cafeterias, dormitories, and other key zones—ensuring that those remaining at the factory felt comfortable, cared for, and at ease.
These measures have provided robust logistical support for the company’s operations and production, and they also serve as the key to, and source of confidence for, all on-site staff in our unwavering commitment to winning the battle against the epidemic.
Focus on core business, engage in coordinated planning, and ensure steady progress in production and operations.

All frontline production personnel at the Production Center have remained on duty, with key positions fully staffed and manned, focusing on priority projects, meticulously planning and executing all production and operational tasks in an orderly manner, and ensuring steady progress in in-plant no-load and full-load testing of various equipment as well as adherence to project delivery milestones.
During this period, both procurement and shipment posed significant challenges. The Production Center implemented scientific scheduling and robust cross-departmental collaboration, secured permits for the entry and exit of critical materials, and successfully completed the manufacturing of multiple projects, including the CIMC Laiyang flatbed transport vehicle, the mobile formwork system for the Baotou–Yinchuan High-Speed Railway, and the modular assembly trolley for Qingdao Metro stations. In addition, equipment such as the China Railway No. 9 Bridge’s girder transporter and the Pearl River Delta water-source allocation flatbed transport vehicle were dispatched on schedule, demonstrating unwavering responsibility and commitment that forged a “hardcore force” supporting Xindafang’s production and operations throughout the pandemic.
Each research institute has kept key personnel on duty to oversee the preparation and issuance of drawings, while other technical staff are working from home according to their regular schedules, diligently carrying out design and planning tasks. In this alternative working arrangement, they have risen to the challenging yet honorable mission of this special period.
Despite the pandemic, we are not “lying flat”—while Zhengzhou is under lockdown, other cities remain open for business. Adhering to epidemic prevention policies, our company’s technical staff, sales teams, and debt-collection personnel continue to travel across the country, meeting clients, pursuing new projects, and capturing market opportunities, thereby solidifying our operational “safety net” through concrete action.
Although staff in other departments are working from home, they remain steadfastly at their “posts.” Pre-bid planning meetings, technical exchange sessions, project progress briefings, financial meetings, and various other video conferences are being held online one after another to support business operations and ensure that normal production and operational order is not disrupted.
In addition, project milestones are being reported across the board. Xindafang has played a pivotal role in Xinghe Power’s successful launch of five satellites aboard a single rocket, earning widespread acclaim; the Zhengzhou–Jinan High-Speed Railway, the Dengguan section of the Chengdu–Zigong–Yibin High-Speed Railway, and the Yugan West section of the Changsha–Jingdezhen–Huangshan High-Speed Railway have all been completed to perfection, delivering two high-quality contributions to the vision of a Beautiful China through “precision manufacturing and relentless pursuit of excellence”; meanwhile, the Fanling project in Hong Kong and the Xiangjiaba Irrigation District project in Yibin have been launched one after another, once again showcasing the grandeur and sophistication of China’s major national infrastructure projects.
Uphold responsibility and dedication to ensure dual success in epidemic prevention and production.
There is a force called unity in the face of adversity, and a spirit called rising to meet challenges head-on. Although this epidemic has brought significant operational disruptions, it has nonetheless enabled us to achieve a momentous spiritual victory.
Deputy General Manager Chen Hao, Deputy Chief Engineer of the Technology Center Zhao Fangxing, Director of the General Office Li Junling, General Manager of the Overseas Business Division Du Xichang, and Head of the Comprehensive Management Department Song Wengang, among other mid- and senior-level executives, set an exemplary standard by steadfastly remaining at their posts, providing frontline command, and staying on duty until the lockdown was lifted. Meanwhile, General Manager of the Production Center Tao Yunfeng, Head of the Quality Management Department Wang Jianwen, and heads of all production departments enthusiastically responded to the call for “dual victory in epidemic prevention and production assurance,” living and eating at the company, accelerating production, ensuring schedule adherence, and advancing and retreating in lockstep with the pandemic.
Song Wengang, head of the Comprehensive Management Department, remarked with a sigh: “When we can’t get hold of any vegetables, the sheer worry keeps me awake at night.” He often stays up late into the night, scouring for information on which roads are open and where vegetable markets have resumed operations. As soon as he receives reliable updates, he immediately alerts the canteen’s procurement team to spring into action that very night.

In November, the mornings as winter sets in are already bitterly cold. Shortly after six, while the sky is still dim and overcast, Li Junling and Song Wengang are already waiting early at the factory gate, making arrangements for nucleic acid testing. On these countless busy winter mornings, their diligent figures bring a profound sense of stability and warmth.
Yang Qiaohui, Logistics Support Officer in the General Administration Department, and Chen Guang, Quality Inspector in the Quality Management Department, are a married couple. Due to work requirements, they sent their elder daughter home to be cared for by her grandparents, while bringing their younger son to live and eat at the company, balancing their professional duties with childcare until the lockdown was lifted.
Ma Weiwei, a scheduler in the assembly workshop, has two young children. Yet when faced with the choice between his job and his family, he resolutely chose to stay at his post. At the critical juncture of the outbreak, he braved enormous risks by entering and exiting high-risk areas to transport production materials, working from dawn till late at night to ensure the steady supply of these essential resources. One might ask: Was he not afraid? Yes, he was—deeply afraid. But his sense of mission and responsibility compelled him to move forward without hesitation.
There are countless individuals like them—selfless, dedicated professionals who put the greater good before their own families. Their courageous willingness to step forward and lead the charge moves us deeply, while their proactive sense of responsibility and unwavering commitment to service warm our hearts. Under their leadership, the entire company has united as never before, demonstrating extraordinary fighting spirit and a profound dedication to public service. Despite the steady rise in infections among neighboring organizations, the Xindafang Industrial Park has maintained a safe, “zero-infection” status, with production operations running smoothly as usual. This hard-won dual victory—effective epidemic prevention and uninterrupted production—is owed to every level of government and all sectors of society that have shown concern for and supported the development of Xindafang, and even more so to every single Xindafang employee who has worked tirelessly and made selfless contributions to this cause.
General Secretary Xi Jinping, at the National Conference Commemorating the Fight Against COVID-19, summarized the great spirit of epidemic prevention and control in five key aspects: “putting life first, uniting as one nation, fearlessly sacrificing oneself, respecting science, and sharing a common destiny.” All members of the Xindafang community have likewise embodied this spirit: in the face of the pandemic, we have breathed the same air and shared the same fate; we have stood shoulder to shoulder and hearts connected, demonstrating commitment, action, responsibility, and dedication to write a historic chapter of “united as one, fighting the epidemic together”!
