Guo Zhenbao, a member of the Party Leadership Group and Vice President of the Henan Provincial Higher People’s Court, led a delegation on an in-depth visit and research tour to Xindafang.
Xin Dafang News: On the afternoon of March 8, Guo Zhenbao, a member of the Party Leadership Group and Vice President of the Henan Provincial Higher People’s Court, led a delegation on a fact-finding visit to Xin Dafang to follow up on the NPC proposal submitted by Chairman Zhang Zhihua titled “On Legally Curbing Malicious Litigation.” The visit aimed to provide targeted judicial services, further optimize the business environment, and offer robust legal support to facilitate enterprise development.
As a deputy to the Henan Provincial People’s Congress, Zhang Zhihua submitted a proposal titled “On Legally Curbing Malicious Litigation” at the Sixth Session of the 13th Henan Provincial People’s Congress, which garnered widespread attention. In the proposal, Zhang Zhihua pointed out that malicious litigation severely wastes national judicial resources, undermines the fairness and authority of the law, and gravely infringes upon the legitimate rights and interests of enterprises. He expressed the hope that the courts would, in accordance with the law, conduct comprehensive and thorough reviews, effectively curb and sanction such malice-driven lawsuits, compile typical cases, and issue guiding opinions.
Accordingly, Dean Guo and other officials carefully listened to Zhang Zhihua’s suggestions and opinions on “malicious litigation,” noting that the Joint Opinions on Preventing and Combating False Litigation, jointly issued by the public security, procuratorial, judicial, and justice authorities of Henan Province, have already yielded positive results; however, no specific guiding opinions on combating malicious litigation have yet been promulgated. Subsequently, the court will thoroughly review the views and recommendations from the grassroots level, identify and highlight exemplary cases based on factual evidence, and issue relevant guiding opinions, thereby playing an active role in helping enterprises resolve disputes, providing high-quality judicial services to businesses, accepting public oversight, and contributing greater judicial support to promoting high-quality economic development.
Zhang Zhihua expressed his gratitude to the Provincial High People’s Court for its attention to the proposal and for its efforts to engage with grassroots communities. He stated that the rule of law is a crucial hallmark of social civility, and that, as an economic entity, Xindafang will proactively assume responsibility in its future development by governing the enterprise in accordance with the law, operating with integrity, and making greater contributions to fostering a harmonious business environment.
