Chairman Zhang Zhihua was invited to attend the Sixth Session of the 13th Henan Provincial People’s Congress.

The meeting proceeded to vote and adopt, in turn, the Resolution of the Sixth Session of the 13th Henan Provincial People’s Congress on the Report on the Work of the Government, as well as the Resolution on Henan Province… 2021 Implementation of the Annual Plan for National Economic and Social Development and 2022 Resolution on the Annual Plan for National Economic and Social Development, Regarding Henan Province 2021 Annual budget execution and 2022 Resolutions on the annual budget, on the work report of the Standing Committee of the People’s Congress of Henan Province, on the work report of the Higher People’s Court of Henan Province, and on the work report of the People’s Procuratorate of Henan Province were adopted; in addition, the Regulations of Henan Province on the Protection of Drinking Water Sources for the South-to-North Water Diversion Project were voted and adopted.
As a deputy to the Henan Provincial People’s Congress, Chairman Zhang Zhihua was invited to attend the session. He listened attentively to the Government Work Report, participated in group discussions alongside other delegates, and submitted three proposals to the Congress: “On Introducing Targeted Support Policies for Pre-IPO Enterprises in Henan Province,” “On Introducing Support Measures for Specialized, Sophisticated, and Novel ‘Little Giant’ Enterprises,” and “On Prioritizing the Development of a Circular Economy Based on Renewable Resources in Our Province in Accordance with the National ‘Dual Carbon’ Policy.” He also granted interviews to the media at the conference venue.
In the proposal, Zhang Zhihua pointed out that vigorously developing a circular economy based on renewable resources in Henan Province is of paramount importance for improving the urban ecological environment and enhancing the province’s capacity to secure resource supplies. He recommended giving priority to encouraging the development of such a circular economy and establishing—in the provincial capital, Zhengzhou— “ Henan Province’s R&D, Trading, Settlement, and Pilot-Testing Base for Renewable Resources ” , while simultaneously building “ Smart Manufacturing Central Control Center, Smart Factory, and Smart Services Trading and Settlement Platform ” , to achieve intelligent control of production and operations and green, smart manufacturing. Innovate business models, develop new forms of urban industry, and integrate the flows of goods, logistics, capital, documents, and information. “ The Convergence of Five Streams ” , break industry bottlenecks, reshape the ecosystem of the renewable resources sector, and seize the first-mover advantage in the dual-carbon industry market.
At the same time, he suggested that the government should improve policies to support pre-IPO companies, establish mechanisms for performance evaluation and incentives, targeted support, and regular consultations, so as to lay a solid foundation for standardized business operations and accelerate the IPO process; establish national- and provincial-level databases of “specialized, refined, distinctive, and innovative” small giant enterprises, and provide one-time rewards to such enterprises at the national and provincial levels; guide these enterprises to set up joint R&D centers with research institutes and colleges and universities, thereby leveraging the crucial role of innovation in enterprise development; establish special industrial funds for “specialized, refined, distinctive, and innovative” enterprises to expand their financing channels, and build financing service platforms involving government, banks, and enterprises, thus establishing a long-term incentive mechanism for these “small giants.”
