Creating a World-Class Judicial Environment to Support High-Quality Enterprise Development
Xin Dafang News, August 13 Day, The Political and Legal Committee of the Provincial Party Committee convened a symposium on fostering a law-based business environment for entrepreneurs, which was attended by leading officials in charge of public security, procuratorates, courts, and justice departments at the provincial level, as well as several entrepreneurs. As a representative of an outstanding private enterprise in the province, Chairman Zhang Zhihua was invited to attend. 。
Gan Rongkun, a member of the Standing Committee of the CPC Provincial Committee and Secretary of the Political and Legal Affairs Commission, presided over the meeting and delivered a speech. He emphasized that political and legal organs across the province must thoroughly implement the spirit of General Secretary Xi Jinping’s important address at the symposium on entrepreneurs, as well as the requirements of the Provincial Party Committee and the Provincial Government. Taking the focused campaign to address prominent problems in law enforcement and judicial work as a key lever, they should advance the development of a law-based business environment and contribute the strength of the political and legal system to the successful implementation of the “six priorities” and “six guarantees” initiatives. He further underscored the need to take seriously the legal and litigation-related issues raised by enterprises; to carefully consider and incorporate the opinions and suggestions put forward by entrepreneurs; to focus on optimizing public services in the political and legal fields; to proactively assist enterprises in resolving their difficulties; to strengthen judicial safeguards for the business environment; and to foster a relationship of close yet clean interactions between government and business within the political and legal system.
As a representative of private entrepreneurs, Zhang Zhihua delivered a speech. He stated that, in the face of evolving domestic and international political and economic conditions and the continuous emergence of new challenges in the development of private enterprises, the Party Central Committee, the State Council, the National People’s Congress, the Supreme People’s Procuratorate, the Supreme People’s Court, the Ministry of Public Security, as well as provincial Party committees and governments, have successively introduced a series of policies and judicial interpretations aimed at protecting and supporting private enterprises and entrepreneurs, thereby fostering an excellent business environment for their development. Nevertheless, the global political and economic landscape—both now and in the future—remains fraught with considerable uncertainty; we must therefore fully recognize the severity, complexity, arduousness, and long-term nature of the challenges confronting the survival of private enterprises. In such a harsh market economy, for private enterprises to survive they require a legal and business environment that is more stable, fair, transparent, and predictable.
To this end, Zhang Zhihua put forward the following recommendations: First, we must align our thinking and elevate the task of providing high-quality services to private enterprises to the level of a political imperative for ensuring the Central Plains’ outstanding development; it is essential to fully recognize that the healthy development of private enterprises is a vital force in realizing the goals of “making the Central Plains even more outstanding and achieving national rejuvenation.” Second, we must be bold in innovation by implementing a “Chief Service Judge System” for provincial pre-IPO companies, conducting regular on-site visits to gain a thorough understanding of these enterprises’ judicial needs, and thereby effectively addressing their challenges and providing targeted services. Third, we should introduce policies to enhance the capacity of grassroots judicial officers to properly balance policy considerations with legal requirements, with particular emphasis on provincial pre-IPO companies and key enterprises, to… “Exercise caution in freezing accounts, adding individuals to the list of discredited persons, and imposing restrictions on high-end consumption.” Fourth, we will proactively explore and establish scientific evaluation and tolerance-for-error mechanisms that are aligned with the needs of the times, thereby fostering a positive ethos of “being eager to act, daring to act, and capable of delivering results” and further energizing the drive for reform and innovation.
Finally, Zhang Zhihua expressed the hope that a better judicial environment would further promote the high-quality development of private enterprises, enhance the prominence of the Central Plains region, and make new and greater contributions to the early realization of the Chinese Dream and the rejuvenation of the Chinese nation.
