Chairman Zhang Zhihua Elected as the First Executive President of the Zhengzhou Small and Medium-sized Enterprises Association


  Xindafang News: On the morning of May 21, the Zhengzhou Association of Small and Medium-Sized Enterprises was officially established. Chairman Zhang Zhihua attended the inaugural general meeting in his capacity as the first executive president and delivered an important address.

  The Zhengzhou Small and Medium-sized Enterprises Association is a non-profit social organization initiated by the Zhengzhou Municipal Bureau of Small and Medium-sized Enterprise Services, approved by the Zhengzhou Civil Affairs Bureau, and submitted to the Zhengzhou Municipal People’s Government and the Organization Department of the Municipal Party Committee for review and approval. The Association is voluntarily formed by small and medium-sized enterprises across the city, social organizations, leaders of relevant departments, experts and scholars, well-known public figures, and other entities and individuals, with Gao Xianmin, Deputy Director of the Bureau of Small and Medium-sized Enterprises, serving as its President.

  At the inaugural meeting, leaders from the Municipal Civil Affairs Bureau, the Municipal Price Bureau, the Municipal Finance Bureau, and the Municipal Federation of Industry and Commerce were invited to attend, fully demonstrating the strong support of various government departments for the establishment of the association. Zhai Xiaobin, Deputy Secretary-General of the Municipal People’s Government and Director of the Zhengzhou Municipal Bureau of Small and Medium-Sized Enterprise Services, attended the meeting in person and put forward requirements and issued instructions for the association’s next steps. He stated that Zhengzhou currently has 81,000 small and medium-sized enterprises employing a total of 1.37 million people, making them an important force in creating employment and increasing tax revenues in the city. He expressed the hope that the establishment of the association would provide comprehensive, high-quality, and efficient services to these SMEs, thereby contributing to their steady development across the city.

  As the Executive President, Zhang Zhihua also delivered an important address. He stated that 2013 marked the inaugural year for our city’s comprehensive and in-depth implementation of the spirit of the 18th National Congress of the Communist Party of China; it was a pivotal year for carrying forward the achievements of the past while paving the way for the future in the execution of the 12th Five-Year Plan; and, above all, it was a critical year for the development of the Central Plains Economic Zone and the Zhengzhou Metropolitan Area. Against this backdrop, the Zhengzhou Small and Medium-sized Enterprises Association was established, presenting abundant opportunities. However, in 2013 the global economic environment remained complex and multifaceted, with both domestic and international market demand continuing to be insufficient, thereby posing unprecedented challenges to the development of small and medium-sized enterprises in our city. Under these circumstances, the establishment of the Zhengzhou Small and Medium-sized Enterprises Association was itself a significant challenge.

  The establishment of the association has not only created a development platform for small and medium-sized enterprises in our city, fostering a cooperative environment for mutual learning, exchange, and joint growth among businesses; it has also built an interactive platform for information sharing and effective communication between enterprises and the government. This is of paramount importance in helping SMEs overcome the challenges and problems they face in their development, accelerating the pace of SME growth in our city, and enhancing their core competitiveness.

  Appointed as the inaugural Executive President, Zhang Zhihua feels deeply honored by this mission and acutely aware of the great responsibility it entails. He stated that, under the leadership of the President and together with the new executive team, he will conscientiously fulfill his duties, work proactively, strive for innovation and progress, and live up to the mandate entrusted to him. Moving forward, the Association will: vigorously expand its membership base to strengthen the organizational structure; extensively publicize and implement relevant national, provincial, and municipal laws, regulations, and policies on the development of small and medium-sized enterprises (SMEs), actively solicit SMEs’ suggestions, demands, and appeals, and provide legal advisory and rights-protection services—including management consulting, investment and financing support, and loan guarantees—to safeguard the legitimate rights and interests of SMEs and entrepreneurs; proactively coordinate with government departments, enterprises, and social organizations to protect industry interests and uphold the sector’s reputation; and organize corporate training programs, networking salons, and forums on enterprise management issues to enhance SMEs’ managerial capabilities. Through these and other initiatives, the Association will strengthen its service orientation, enrich its service offerings, elevate its service standards, and fully perform its role as a service-oriented organization.

  Zhang Zhihua is firmly convinced that, with the strong support of the Municipal Government and relevant departments and the close collaboration of its member organizations, the Association is confident, determined, committed, and capable of providing excellent services to the city’s small and medium-sized enterprises, of building and developing the Association into a robust and dynamic organization, and of making new and greater contributions to the development of the Central Plains Economic Zone and the Zhengzhou Metropolitan Area.
