Strengthening Oversight and Enforcement to Continuously Optimize the Business Environment
12 month 23 On the morning of [date], Tian Junbao, Director of the Business Environment and Social Credit Construction Center of the Zhengzhou Municipal Development and Reform Commission, led a delegation to Xindafang, where they presented Chairman Zhang Zhihua with the appointment letter for Special Supervisor on Business Environment in Henan Province.
In recent years, in accordance with the provincial Party Committee and provincial government’s decisions and arrangements for optimizing the business environment, the Henan Provincial Development and Reform Commission and the Zhengzhou Municipal Development and Reform Commission have successively appointed, in multiple rounds, specially invited supervisors for the business environment from among deputies to the People’s Congress, members of the Chinese People’s Political Consultative Conference, members of democratic parties, experts and scholars, and entrepreneur representatives, thereby pooling societal strengths, establishing a closed-loop oversight system, and fostering a mutually reinforcing, organic synergy between the government and market entities. Through high-quality oversight, they are working to create a first-class business environment that is market-oriented, rule-of-law-based, and internationally competitive.
As a representative to the 12th, 13th, and 14th Henan Provincial People’s Congresses, Zhang Zhihua has already served as a special supervisor for the business environment at the provincial, municipal, and district levels; this time, he has been reappointed as a special supervisor for the business environment in Henan Province.
Tian Junbao pointed out that a favorable business environment is a crucial pillar for enterprise development and high-quality urban development, and that smooth communication between government and enterprises is a key measure for optimizing the business environment and stimulating the vitality of market entities. As the main actors in the market economy, enterprises are encouraged to actively participate in building a law-based business environment and to offer more constructive feedback on existing problems, thereby providing practical and feasible recommendations to improve business environment initiatives and fostering a positive situation of joint contribution and shared benefits.
Zhang Zhihua stated that he feels deeply honored to have been reappointed as a specially invited supervisor for optimizing the business environment in Henan Province. He believes that business-environment supervisors serve as a vital bridge connecting government and enterprises and constitute an important force in enhancing the business environment. Moving forward, he will fully leverage his strengths, conscientiously fulfill his supervisory duties, strengthen communication and engagement with businesses and all sectors of society, promptly identify and report issues hindering the rule-of-law-based business environment, and offer constructive advice and recommendations to help create a more equitable, transparent, and predictable rule-of-law-based business environment.
