Collaboration Between Prosecutors and Schools to Safeguard the Healthy Development of Minors │ Chairman Zhang Zhihua Invited to Attend the Inauguration Ceremony of the “Prosecutorial Office for the Correctional Education of Minors” Jointly Established by the Erqi District People’s Procuratorate and Zhengzhou No. 99 Middle School
To strengthen tiered intervention and correctional measures for juvenile offenders, and to promote effective coordination between prosecutorial functions and specialized education, on December 18, the People’s Procuratorate of Erqi District in Zhengzhou City and Zhengzhou No. 99 Middle School jointly held the unveiling ceremony for the “Prosecutor’s Office for Juvenile Correctional Education,” with the aim of enhancing collaboration between the procuratorate and the school, maximizing the prevention of juvenile delinquency and crime, and effectively safeguarding the legitimate rights and interests of minors. As a representative to the Provincial People’s Congress, Chairman Zhang Zhihua was invited to attend the event and jointly witness the unveiling ceremony.
At the symposium, Chief Prosecutor Li Junhua pointed out that the establishment of the “Prosecutor’s Office for Correctional Education of Minors” aims to fully leverage the procuratorial organs’ role in conducting correctional assessments, probationary supervision and assistance, and legal education for minors in specialized schools. By adopting a multi-pronged approach—including joint implementation of correctional education with schools, provision of legal education to students, collaboration with schools in offering guidance on family education, and assistance in establishing legal education courses—efforts will be made to seamlessly connect the performance of procuratorial duties with correctional education in specialized schools. Zhang Zhihua expressed strong agreement with this approach. He stated that the protection of minors is vital to the future of the nation and the ethnic community, and that the Erqi District People’s Procuratorate has been actively exploring a tiered intervention and correction mechanism for juvenile offenders, strengthening punishment, education, moral reformation, and rehabilitation of such individuals, and promoting effective coordination between procuratorial functions and specialized education. He expressed the hope that the procuratorial organs will work closely with relevant functional departments, pool their efforts, and foster coordinated action among families, schools, society, cyberspace, government, and the judicial system, so as to jointly safeguard the healthy growth of minors.
As a deputy to the Provincial People’s Congress, Zhang Zhihua has come to deeply appreciate, through his ongoing performance of duties, that being a people’s congress deputy is not merely a “status, honor, and set of rights,” but rather a weighty “responsibility, mission, and commitment.” He keeps the mission of a people’s congress deputy firmly in mind at all times: to strengthen confidence and resolve in driving innovative development within enterprises and to continue to lead the industry through internationalization; and to steadfastly fulfill the role of legal oversight vested in people’s congress deputies, thereby sounding the strongest note in the new era of fulfilling their duties.
