Zhang Zhihua: Actively Offer Advice and Suggestions, and Take Initiative in Assuming Responsibility and Taking Action
On February 26–27, the Second Session of the 10th Zhengzhou Municipal Committee of the Chinese People’s Political Consultative Conference (CPPCC) for Erqi District was solemnly convened. CPPCC members from various sectors, entrusted with significant responsibilities and brimming with enthusiasm for participating in state affairs and deliberating on policies, gathered to jointly discuss major development plans and formulate sound strategies for reform.
As a member of the Standing Committee of the CPPCC Committee of Erqi District, Chairman Zhang Zhihua attended the entire session and put forward the proposal “On Accelerating the Revitalization of Underutilized and Idle Industrial Land to Foster New Urban Industries and Facilitate the Successful Transformation of Small, Medium, and Micro Enterprises.” He stated that since the 18th National Congress of the Communist Party of China, General Secretary Xi Jinping has issued numerous important instructions and directives on intensive and economical land use, emphasizing in particular: “We must adhere to intensive development by setting overall limits, capping capacity, revitalizing existing land reserves, optimizing new additions, and enhancing quality.”
He stated that Erqi District, as a traditional industrial zone in Zhengzhou, has seen extensive urban renewal and the relocation of conventional industries over the years, resulting in substantial amounts of idle and inefficient industrial land. Such underperforming industrial land not only squanders precious land resources but also undermines regional and urban development, while severely constraining the secondary growth of small, medium, and micro enterprises. To address these challenges, he proposed the following measures: first, establish a dedicated task force led by senior government officials to put in place a long-term mechanism; second, conduct a precise survey and inventory of inefficient industrial land and maintain a comprehensive registry; third, identify common issues and promptly introduce relevant policies; and fourth, for particularly problematic cases of inefficient and idle industrial land, institute a targeted policy-making mechanism based on “tailored solutions for each enterprise and case-by-case deliberation,” coupled with dynamic management. He believes that implementing these measures will maximize the revitalization of existing inefficient and idle industrial land, accelerate the cultivation of new urban business models, create new drivers of economic growth for the district, and provide robust industrial support for high-quality, modern, and beautiful development of Erqi District.
Zhang Zhihua listened attentively to the work report of the District Government. He commended the report for its candid, objective, and comprehensive summary of the past year. In particular, amid a challenging environment characterized by economic volatility, downward pressure from the pandemic, and the cumulative impact of multiple risks, Erqi District has achieved commendable results in areas such as regional GDP, industrial value added, post-disaster reconstruction, and social welfare, accomplishments that were hard-won, highly valuable, and have laid a solid foundation for this year’s work. The report draws on extensive, detailed data to outline plans and arrangements for 2023 in key areas including investment promotion and transformation, scientific and technological innovation, social welfare, building a law-based government, and improving the business environment—measures that are highly relevant to Erqi’s specific circumstances and inspiring.
Zhang Zhihua stated that, as a member of the Chinese People’s Political Consultative Conference, he will take the Two Sessions as an opportunity to focus closely on the central tasks of the District Party Committee and District Government, actively offer advice and suggestions, proactively assume responsibility and take action, and swiftly join the vigorous drive to build a modern, prosperous Erqi with high quality. He pledged to make new and greater contributions through unwavering determination and dedicated, selfless work.
