  It is necessary to comprehensively implement safety systems engineering throughout the enterprise, identify potential accident hazards in the construction system, predict the hazards resulting from failures and human errors, design and apply safety measures, organize and carry out the implementation of these measures, summarize and evaluate their effectiveness, and continuously improve the construction system.

  Comprehensive safety management refers to the application of systems engineering principles and a holistic integration of modern management techniques and methods, with the full participation of all employees in the entire process of safe production across all aspects of work. Only in this way can an intricate, interwoven safety management network be established—extending vertically to every level and horizontally to every boundary—thereby consolidating all of the enterprise’s safety management efforts into an organic, unified whole. Comprehensive safety management is the fundamental and highly effective organizational and managerial approach for ensuring safe construction and safe production within an enterprise.

  Offline construction and track-laying units shall, in accordance with the principles and requirements of systems engineering for safety and integrated safety management, formulate specific safety management systems and implement them effectively.

  The management system must take a holistic view of the integrated system comprising engineering works, equipment, and personnel, covering the entire process—from the preparation of construction organization plans to the completion of paving; from the design and manufacture of bridge-erection machines to their operation and maintenance; and from the general manager of paving operations through to subgrade construction and machinery supervisors, down to earthwork crews and bridge-erection-machine operators.
