Chairman Zhang Zhihua Attends and Delivers a Speech at the Expanded United Front Work Conference of the Henan Provincial Committee
Xin Dafang News: On September 22, the Leading Group for United Front Work of the Provincial Party Committee convened a plenary (expanded) meeting to thoroughly study and implement the important instructions of General Secretary Xi Jinping on strengthening united front work related to the private economy in the new era and to carry out the requirements of the National Conference on United Front Work for the Private Economy. As a key provincial private enterprise and a priority candidate for listing, Chairman Zhang Zhihua was invited to attend and deliver a speech.
Wang Guosheng, Secretary of the Provincial Party Committee, presided over the meeting and delivered a speech. Attending the meeting were Sun Shougang, a member of the Standing Committee of the Provincial Party Committee and Head of the United Front Work Department of the Provincial Party Committee; Wang Xinwei, Vice Governor of the Provincial People’s Government, Deputy Secretary of the Zhengzhou Municipal Party Committee, and Mayor of Zhengzhou; Liu Yujiang, Vice Governor of the Provincial People’s Government; and other leaders. The meeting conveyed the spirit of General Secretary Xi Jinping’s important instructions and the spirit of the National Conference on United Front Work in the Private Economy, and briefed attendees on the progress of the province-wide “Two Healthy” Enhancement Initiative for Private Enterprises in 100 Counties and the special campaign to “Link Up with One Entity and Assist Three Others” to ensure enterprise stability and employment. Wang Guosheng emphasized the need to deeply understand the spirit of General Secretary Xi Jinping’s important instructions and to accurately steer the high-quality development of the private economy; to establish a clear orientation of vigorously developing the private sector and to ensure the effective implementation of key tasks in united front work related to the private economy; and to strengthen Party leadership as a robust guarantee for promoting the healthy development of the private economy.
In his address, Zhang Zhihua began by providing a brief overview of the company’s basic situation. He stated that, as a homegrown private enterprise, Xindafang has not only become a practitioner of private-sector transformation and innovation but also a beneficiary thereof. The development of small and medium-sized private enterprises is pivotal to the vitality of the national economy and bears directly on the overall trajectory of national economic development. The state has indeed introduced a range of policies that have played a meaningful role in supporting the survival and growth of SMEs; however, we are still far from fundamentally resolving the challenges these enterprises face.
At present, private enterprises are operating in a highly challenging environment: deteriorating investment conditions, rising labor costs, increasing financing costs, higher input prices for raw materials and overall operating expenses, and a shrinking market—collectively pushing small and medium-sized enterprises into an era of high costs. In particular, they face numerous additional challenges, including high operating costs, heavy tax and fee burdens, difficulty in obtaining financing, and difficulties in recruiting and retaining workers.
In addition, Zhang Zhihua shared his views on the opportunities and challenges currently facing private enterprises and put forward the following recommendations: First, establish a long-term mechanism to support enterprises through national-level innovation platforms; second, take the lead in piloting mixed-ownership reform and debt-to-equity swaps for private enterprises, proactively plan and advance a number of foundational and pivotal major reforms, and focus on removing institutional and systemic barriers that impede transformation and development; third, establish a government mechanism for cultivating, servicing, and assessing and evaluating pre-IPO companies, and place administrative approval matters related to such companies—such as project filing, environmental impact assessment, land use, taxation, and labor protection—under a green-channel management system; fourth, strengthen judicial services at the grassroots level to ensure that judges protect the high-quality development of private enterprises in accordance with the law and relevant policies.
Finally, Zhang Zhihua stated that Xindafang will, guided by the spirit of General Secretary Xi’s important speech, fully leverage the favorable policies for relieving enterprises’ difficulties and delivering benefits to businesses. The company will closely align its development with national prosperity, ethnic rejuvenation, and the well-being of the people, stepping forward with courage and a strong sense of responsibility. It will continue to assume greater responsibilities in transformation and upgrading, green building, intelligent manufacturing, and the Belt and Road Initiative, leading industry development through a full industrial chain of high-end bridge technologies and equipment, and making active contributions to “Made in China 2025.”
