Xindafang News, December 23: The “6th China Industry-University-Research Cooperation Innovation Conference and the 2012 Annual Meeting of the China Association for Promoting Industry-University-Research Cooperation,” jointly hosted by the China Association for Promoting Industry-University-Research Cooperation and the People’s Government of Jiangsu Province, was held in Changzhou, Jiangsu Province, with the participation of more than 600 enterprises and institutions from across the country. Among them, Liu Jian, Deputy Director of the Technical Management Department of the Xindafang Technology Center, attended at the invitation. The conference was themed “Innovation-Driven Economic Transformation and Industrial Upgrading” and adopted and released the “Jiangsu Declaration” on studying, implementing, and carrying out the spirit of the 18th National Congress of the Communist Party of China and the National Conference on Scientific and Technological Innovation within the industry-university-research community. The Declaration emphasized the need to further highlight the principal role of enterprises in industry-university-research cooperation, strengthen the market orientation of such collaboration, boost the enthusiasm of universities and research institutes to engage in industry-university-research partnerships, foster an innovation environment characterized by close integration among industry, academia, and research, and broaden the global perspective of industry-university-research cooperation. It also called for strengthening the implementation of systems that incentivize enterprises’ independent innovation and industry-university-research collaboration, promoting the establishment of a benefit-sharing mechanism for such partnerships, improving the distribution and incentive mechanisms for technological innovation, and fully mobilizing the enthusiasm of all relevant parties. During this Innovation Conference, plaques were awarded to the 2012 China Industry-University-Research Cooperation Innovation Demonstration Bases, and the Industry-University-Research Cooperation Technological Innovation Strategic Alliance was officially launched. In addition, the 2012 China Industry-University-Research Cooperation Innovation and Promotion Awards were announced and presented. Xindafang News: Recently, the national 11th Five-Year Plan project on spider-type aerial work platforms and their industrialization, undertaken by Xindafang, was successfully concluded and passed the project acceptance inspection organized by the Ministry of Science and Technology. The national “11th Five-Year” Science and Technology Support Project—“Technology and Industrialization Development of Equipment for Installation and Maintenance in High-Altitude Space Construction Projects”—was jointly carried out by Xindafang, Chang’an University, the Langfang Branch of the China Academy of Building Research, Beijing Jingcheng Heavy Industry Co., Ltd. (formerly Beijing Crane Factory), and Langfang Kaibo Window-Cleaning Equipment Co., Ltd. Xindafang was responsible for the design and development of the telescopic boom above the slewing bearing, the slewing platform, the folding-arm mechanism, and the suspended working platform. This portion of the project featured high technological content, significant technical challenges, and a heavy workload; the R&D team successively overcame three major technical hurdles. First, they pioneered the simultaneous extension and retraction technology for a four-section telescopic boom, which earned unanimous praise from the collaborating institutions. They also mastered welding processes for thin plates with a yield strength exceeding 700 MPa and large-scale arm-frame bending techniques; the arm frame in this project is made of high-strength alloy steel plate, with a maximum thickness of 4 mm and a minimum thickness of 3 mm. Welding such thin plates places extremely stringent demands on welding procedures and dimensional accuracy control, so the project team actively coordinated with external partners for collaborative processing, thereby obtaining first-hand data on thin-plate welding and bending. In addition, they developed a welding process for high-strength aluminum, a material used by the company for the first time, for which technical documentation was scarce. Through numerous trials, the R&D team fully mastered the entire welding process for high-strength aluminum, laying the foundation for applying this new material to entirely new equipment. Xin Dafang News: The “China Electric Power Construction Association Lifting Machinery Safety Management Training Course,” hosted by the Large-Scale Mechanical Equipment Collaboration Network of the China Electric Power Construction Enterprise Association and organized by Xin Dafang, was successfully held in Zhengzhou on December 19. Renowned experts from the Collaboration Network, along with technical and management personnel from more than 100 member organizations, attended the training. This course aimed to enhance the lifting and hoisting technical capabilities and professional competence of member organizations. It provided a systematic and detailed analysis of large-component lifting solutions for thermal and nuclear power plants, covering such topics as safety technologies and control measures for heavy-lift operations, the evolution and latest advancements in generator stator lifting schemes, techniques for lifting and turning large-volume equipment, and related issues in lifting and hoisting. The program also addressed aspects such as project planning, implementation, and safety management, thereby providing a robust platform for participants to strengthen their safety awareness and improve their operational skills. Li Gang, Director of the National Enterprise Technology Center at Xin Dafang—a scientific and technological professional who has dedicated 28 years to the R&D and design of large cranes for power construction—delivered a welcome address at the opening ceremony of the training course. Xin Dafang Selected as a Key High-Tech Enterprise under the National Torch Program
According to the “Notice on the Release of the Selection Criteria for Key High-Tech Enterprises under the National Torch Program in 2012” (Guo Ke Huo Zi [2012] No. 245) published on the website for the administration of high-tech enterprise recognition, the selection process for key high-tech enterprises under the 2012 National Torch Program has been completed, and Xin Dafang has made the list. The Torch Program is a guiding initiative aimed at developing China’s domestic high-tech industries, implemented by the Ministry of Science and Technology (formerly the State Science and Technology Commission). Key high-tech enterprises under the National Torch Program are carefully selected from among high-tech enterprises nationwide as leading, distinctive players in the commercialization of high-tech innovations; they serve as the backbone for enhancing independent innovation capacity, optimizing industrial structure, transforming development models, and driving leapfrog development of China’s high-tech sector. In this round of selection, a total of six enterprises in Zhengzhou were recognized as key high-tech enterprises under the National Torch Program, and these companies are sure to play a positive exemplary and catalytic role in upgrading and advancing Zhengzhou’s high-tech industry. News from Xin Dafang: On November 30, the project to produce 160 sets of large-scale construction equipment for high-speed rail and highway bridge construction annually successfully passed the completion acceptance inspection for Henan Province’s industrial economic restructuring and high-tech industrialization project. The provincial key project acceptance team was composed of nine experts organized by the Zhengzhou Municipal Development and Reform Commission in collaboration with the Municipal Finance Bureau, with Professor Wu Xiaoling from Zhengzhou University serving as the team leader and Liu Zhimin, Deputy Director of the Zhengzhou Municipal Development and Reform Commission, as the deputy team leader. In accordance with the requirements of the Henan Provincial Development and Reform Commission for the completion acceptance of industrial economic restructuring and high-tech industrialization projects, the team conducted an acceptance inspection of the “Annual Production of 160 Sets of Large-Scale Construction Equipment for High-Speed Rail and Highway Bridge Construction” project undertaken by Xin Dafang. The acceptance team visited the production front line, first conducting an on-site inspection of the production facilities at the Xin Dafang Industrial Park, then listening to a work report delivered by Chairman Zhang Zhihua on the completion acceptance of the “Annual Production of 160 Sets of Large-Scale Construction Equipment for High-Speed Rail and Highway Bridge Construction” project. They carefully reviewed the relevant documentation and the special audit report on project construction, and carried out a systematic and comprehensive evaluation of the company’s completion report for the “Annual Production of 160 Sets of Large-Scale Construction Equipment for High-Speed Rail and Highway Bridge Construction” project. Finally, the acceptance team fully affirmed and highly praised Xin Dafang’s achievements in project construction, unanimously agreeing that the project met the acceptance criteria and should be approved. Leaders of the Municipal Development and Reform Commission Visit Xin Dafang for Research
Xindafang News: On November 1, Xia Yang, Deputy Director of the Zhengzhou Municipal Development and Reform Commission, led a delegation to Xindafang for an inspection and guidance visit. In 2010, the President of the American High-Speed Rail Association visited the company, highly commended Xindafang’s R&D capabilities, and subsequently admitted Xindafang as a member of the association. At the end of last year, the company established a strategic partnership with the U.S.-based Oldenburg Group.
